1.1 TLI Cycling Limited incorporates The League International. TLI Cycling Limited is a company limited by guarantee incorporated in
England and Wales on 15 July 2010 under company number 7316143 and with its registered office at Ashton House, 471 Silbury Boulevard, Milton Keynes MK9 2AH.
As a company limited by guarantee it does not have shareholders, so that all of its
resources are to be used for the purposes of TLI Cycling and cannot be distributed to the members. All members joining TLI Cycling Limited undertake
to contribute £1 to the assets of the company if it is wound up while that person is a member or within one year after he ceases to be a member.
1.2 As a limited company TLI Cycling is governed by the Articles of Association filed at Companies House (The Articles). If there is any conflict between this Constitution and the Articles, the Articles will prevail.
1.3 TLI Cycling is a non profit making organisation. Any surplus is used to maintain, improve and develop TLI Cycling’s activities. No surplus will be distributed other than to another non profit making body or charity on the dissolution of TLI Cycling.
1.4 The aim of TLI Cycling is to provide an organised programme of safe sporting events so that all cyclists from school age to senior citizen can take part in friendly competition within their own age and ability grouping, such competition being based upon the current International Cycling Federation practice.
1.5 The management of TLI Cycling is governed by the directors of TLI Cycling Limited. They, in turn, appoint a National Management Committee which consists of The President, Life Members, General Secretary, Treasurer, National Events Co-ordinator, Public Relations Officer, International Racing Secretary and Regional Secretaries, plus two representatives invited by the Regional Secretaries, one of whom should if possible be the Regional Membership Secretary, all presided over by the National Chairman. Membership of the Committee is by invitation of the Directors only and will usually be in recognition of work already done for TLI Cycling interests.
1.6 The Management Committee may appoint Patrons and Vice Presidents. The Management Committee may award life membership to Members who have rendered long service to TLI Cycling. The Management Committee may enter into agreement with any other organisation or person with the intention of promoting the aims of TLI Cycling.
1.7 There shall be an Annual General Meeting (AGM) in the autumn of each year where the progress of TLI Cycling will be reviewed and
policy formulated for the following year. The date of the AGM will be published in the handbook, or notified by way of Regional Newsletters or the
website. A closing date will be given for Members to submit items for consideration at the AGM. Any such suggestions must be made via Region Secretaries.
The quorum for a General Meeting will be half the number of Regional/National officials plus one, in post at the time of the meeting. Unless a quorum is
participating, no proposal is to be voted for at a General Meeting except a proposal to call another meeting.
1.8 The Management Committee shall be responsible for all and any TLI Cycling discipline and any rider or Member disciplined by a Race Organiser or any other TLI Cycling Official shall retain the right to have a formal meeting with the Management Committee in order to review the circumstances surrounding the action. It shall be deemed as sufficient notice to any Member as to the wishes of TLI Cycling that the said TLI Cycling has sent notice by post. Disciplinary Action Notices shall be sent by Recorded Delivery to the last notified address of the Member involved. The decision of the Management Committee will be final and shall include the right to deprive the Member of their Membership rights within TLI Cycling.
2.1 TLI Cycling is divided into Territorial Regions (the Regions). Regions will be administered by Committees whose powers to act are delegated by the Directors. Regional Committees must consist of a minimum number of two officials who will be responsible to the National Management Committee for the conduct of TLI Cycling matters within their Region. Regional Committees will obey the Regional Rules.
2.2 Each region shall have a Regional Secretary responsible for financial control, membership management and event
approval/coordination functions. Other officials may be appointed by the Region to share responsibilities subject to approval by
the National Management Committee. Officials must ensure the protection of all membership data and must not divulge this information
to any other organisation or individual and must ensure that user names and passwords are not used by others to gain access to this
information.
2.3 Regional Committees shall hold such meetings as its Officials or Members deem necessary including, where possible, a spring meeting to review the forthcoming season. The Regional Secretary must inform the National Management Committee of all Regional business transacted at such meetings.
2.4 The Regional Treasurer must keep accounts and accounting records in a complete and proper form as instructed by the National Treasurer. The Regional Treasurer must make available to the National Treasurer all such accounting records together with bank records upon request and make sure that complete records are available for inclusion in the annual accounts. The Region forms part of TLI Cycling Limited and the financial records are required to be included in the statutory accounts of TLI Cycling Limited which are filed at Companies House each year. The accounts for TLI Cycling need to be made up to the 31st December in each year and Regional Treasurers must submit to the National Secretary all accounting and financial information required for the accounting period up to that date in each year to the National Treasurer within two months of expiry of the period.
2.5 Region Secretaries in Conjunction with the Handbook Compiler should notify Organisers of a date by which completed Event Application Forms must be submitted. Such date will usually be by the end of October or early November.
3.1 Membership is on an annual basis and is available on paying an Annual Subscription to the relevant Regional Membership Secretary for a Full Membership or to a Race Organiser for a Day Membership.
3.2 Annual membership shall be as follows: -
For a member up to his/her 12th birthday - £0.00
For a member from the date of his/her 12th birthday until 31st December of the year in which his/her 19th birthday occurs - £5.00
For members aged 19 and over on the date of membership application - £10.00
For families - £20.00
3.3 Day membership is £4.00 and will be added by the event organiser to the entry fee for the race together with a discretionary
surcharge to cover administration costs.
3.4 Life Membership may be awarded to Members who have rendered long and honored service to TLI Cycling. These awards will be
given only at the discretion of the Management Committee.
3.5 Membership fees are due on 1 January each year with the membership period expiring at the end of February in the following
year. Any member failing to renew their membership before 1 March shall be deemed to have resigned their membership and will then cease to receive
the benefits of such membership.
3.6 All Members of TLI Cycling will receive the benefit of Public Liability Insurance which includes £10,000,000 cover whilst
competing in any TLI Cycling event or promotion. Taking part in events organised by ICF affiliated bodies in Europe is also included but cover
is not valid for competing in any other events under the rules of any other British Organisation. Please note that any accident or incident leading
to a possible claim MUST be reported to the National Secretary as soon as is possible. No dialogue or correspondence should be entered into and any
correspondence received should be forwarded to the National Secretary on receipt.
3.7 Any individual may be elected to Membership of TLI Cycling provided they agree in writing to uphold the Rules, Regulations and
Aims of TLI Cycling that are in existence at the time of their application for membership.
3.8 All applicants for Membership either new or renewal must sign to confirm they are not under suspension by any other cycling
organization or if so should present valid reasons as to why any such suspension should not apply to TLI Cycling activities.
4.1 TLI Cycling competitors are divided into categories, such categories being determined in the first instance by age on the day of the event.

Note: In the case of any dispute on the grounds of age or gender the details entered on the competitors original Birth Certificate will
be the determining factor.
4.2 Any TLI Cycling member may request reconsideration of their category if finding difficulty in competing in their allotted category.
Similarly faster riders may compete with a younger group, subject to organisers agreement, if they require more competition. This rule does not apply
to National Championships when entrants must compete in their correct category.
4.3 Membership of other cycling bodies does not bar participation in TLI Cycling events.
4.4 TLI Cycling events are open to riders who are not Full Members by way of a Day Membership, such Membership being available prior to or
on the day of the event. Day Members fee will be charged £4 extra for all events.
4.5 All competitors wishing to enter a race on the day of the event must present themselves to Race Control at least half an hour before
the start. All pre-entered riders, including reserves, must sign on by the same deadline after which time Reserves may be allocated to fill any vacancies
up to the maximum permitted number of competitors.
4.6 Each entrant shall ensure that his/her equipment (bicycle with accessories and other devices fitted, headgear, clothing, etc.) does not, by virtue of its quality, materials or design, constitute any danger to himself/herself or to others. In massed start road and circuit races only the traditional type of ‘drop’ handlebars may be used and no fixed extension such as tri bars may be added to the steering system. In the event of any uncertainty as to suitability of equipment for a particular event the organisers decision is final.
4.7 Race clothing must be that which is in current usage in International Cycle Racing. Trade designs are permitted but offensive slogans
or badges are strictly forbidden. The organisers decision is final.
4.8 Riders wishing to compete abroad in mainland Europe may do so in any ICF or non-UCI events and use the TLI Cycling license issued by
their Regional Membership Secretary. Canada and the Americas are excluded from the TLI Cycling insurance cover. The TLI Cycling International Racing
Secretary will assist any member wishing to race abroad and can arrange a bulk entry if members require same.
4.9 Members must produce their Membership/License Card at Race Control. Organisers should refuse entry to the event, or require the
completion of a Day Membership form and payment of a Day Membership fee of £4 if the card is not produced.
4.10 Approved helmets are compulsory in all TLI Cycling grouped start events and are strongly recommended for time trials.
4.11 Any competitor proved to have competed in any TLI Cycling event whilst under the influence of a performance enhancing drug
currently appearing on any proscribed list of the International Olympic Committee or/and WADA shall be disqualified and subject to TLI Cycling disciplinary procedures.
Exception will only be made for medication prescribed by a registered Doctor for medical reasons.
4.12 The onus lies with the competitor to observe the Highway Code and to conform with any such laws that are applicable at the time of the event.
4.13 Any competitor who in the opinion of the Management Committee acts in a way that is contrary to the ethos of TLI Cycling, namely "TLI Cycling
is run on the basis of friendly co operation. It is taken as read that all members are true sportsmen and sportswomen who will conduct themselves at all times
to the enhancement of the sport of cycling" will be suspended or permanently disqualified from membership of TLI Cycling.
5.1 All promotional material concerning events must include the words: 'Under The Rules And Regulations Of TLI Cycling'.
5.2 Race Organisers must complete a Race Application Form, which should then be forwarded to the Region Secretary of the Region where
the Race will take place. The Region Secretary will enter event details on the race calendar of the TLI Cycling website. Approval may be refused by the
Region Secretary who will then have to justify this action to the National Executive via the National Secretary. The Region Secretary must advise the
National Secretary of any extra events approved by him/her after the 1st January.
5.3 No event may be styled as a WORLD, EUROPEAN, OR NATIONAL CHAMPIONSHIP, or use the name TLI Cycling, as an event title, without the
prior approval of the National Executive.
5.4 All Races are to take place under the CYCLE RACING ON THE HIGHWAYS REGULATIONS 1960 and any subsequent amendment regulations.
5.5 Race organisers must use the approved 'STANDARD REGISTRATION SHEET' without any alteration to the text for signing on at all
events. This does not limit the rights of the riders under the Insurance Cover.
5.6 TLI Cycling will each year promote National Road Race Championships for each and every age category. The National Road Race
Championship is open only to full members. Competitors must ride in their correct age-related group and not in a group to which they have been reclassified
for other events. National Championship Jerseys will be awarded to each category as decided by the National Executive at the AGM, prior to the date of the
Championships. The championship Jerseys are to be White with Red, White and Blue, bands, with the TLI Cycling Logo emblazoned on the left breast. Sponsors
names may also be shown on the Jerseys. National Championships, in disciplines other than Road Racing, may be promoted if approved by the National Executive.
Any such event will be promoted on the understanding that the event organiser bears the full costs of any such an event, and any Jerseys awarded must be
approved by the National Executive. All Age Categories must be given recognition in any published results.
5.7 The format of Races other than the National Championships (see Rule 6) is generally to be left to the Organisers of such Races. However
the following must be borne in mind by all Organisers.
a) Whilst it is understood that the number of entries per Category may well dictate the Race Format, this may well lead to a Handicap, or Under-50’s,
Over-50’s, style of event. However all published results must show the Category of each finisher shown in any such published results. If a Start Sheet
has been produced, then each competitors name must have his/her category shown alongside.
b) Published details of any event (including any Handbook Entry) must list all applicable Categories available for each event. Such Published
details must also clearly show what if any conditions apply, for example, MEMBERS ONLY, REGION ONLY, INVITATION ONLY, etc. The style of event must also be
made clear, for example, AGE RELATED, AGE/ABILITY RELATED, INDIVIDUAL GROUPS, MASSED START, HANDICAP, etc.
5.8 Entries must be refused if the provisions of the Road Traffic Act regarding the number of starters are exceeded. Entries received in
advance and/or from members of clubs who promote TLI Cycling events, should be given priority.
5.9 Race Organisers are responsible for the initial liaison with the Police and any Safety Advisory Groups. The Organiser must hold a copy
of all correspondence with these authorities on the event file. It is a requirement that the file is taken to the event HQ on the day of the event to
answer questions from the Police or other such officials who may be in attendance on the day of the event.
5.10 Organisers are responsible for arranging a set of Competent Officials and Race Marshals for the duration of the race. These Officials
should include a Steward in control of signing on the riders prior to the start and Judges for the race finish. They should also appoint a
Race Controller/Safety Officer to assist in the control of the race, whom should be empowered to disqualify or remove from the event any rider for breaches
of the Road Traffic Act or any actions which may cause danger to fellow riders or any other road user. Such Race Controller/Safety Officer should also be
empowered to liaise with the Police on the day of the event. The identity of such a person should be made known to the Police on request.
5.11 The Organiser must arrange first aid facilities. Preferably this facility should travel in a following vehicle.
5.12 Covered changing accommodation with toilet facilities should be provided where at all possible.
5.13 Any riders unable to show a current TLI Cycling membership card when signing on will be assumed to be Day Members and should be charged
the Day Member fee of £4 in addition to the entry fee for the race.
5.14 Organisers should budget for and be prepared to provide travelling expenses to all Race Officials.
5.15 At the Organisers discretion an extra charge of up to double the pre-race fee may be made for Day Members and Entry on the Line.
5.16 5.16 Within seven days after any event the Organiser should forward the originals of the Standard Registration Sheets
to the Regional Secretary/Treasurer and retain copies of the event records. The Organiser and the Regional Secretary/Treasurer will keep all
such copies for one year. In the event of any accident/incident related to an event all forms, documents, etc. must be retained until any
possible insurance claims have been resolved. The documents forwarded to the Regional Secretary/Treasurer must be accompanied by any entry
forms completed by Day Members, the Day Membership fees and the completed Event Return form.
5.17 Complaints that could affect or involve TLI Cycling Insurance Cover should be notified immediately to the National Secretary.
Failure to conform to the conditions of this Regulation may result in TLI Cycling sanction and Insurance Cover being withdrawn from the Organiser with
immediate effect on any proposed further promotions.
5.18 TLI Cycling will in no circumstances be held responsible for promotional debts incurred by any Organiser. However requests for
financial assistance prior to an event will be considered.
5.19 The Organiser may refuse any entry, but in the case of complaint may be required to give an adequate reason for such action to
the National Executive. A refusal of an entry must be advised immediately to the rider concerned.
5.20 Course Risk Assessments are a 'Requirement of TLI Cycling' and completion of the relevant forms contained in the Promoters Pack
is a must. A copy of the Risk Assessment also must be available at the Race HQ for the duration of the event.
5.21 Organisers of 'Off Road' and 'Circuit' events on privately owned land must have permission to use the area, preferably in writing,
before promoting any events.
5.22 TLI Cycling Organisers have full responsibility for their events and are given flexibility in their style of promotion. However
anyone not abiding by our Rules and Regulations and the Law of the Land as it applies to Cycle Racing on the Highways will risk voiding their
Insurance Cover under the Event Insurance. This could lead to organisers being personally liable for any consequences. An Organiser who willfully ignores
these Rules and Regulations will have any further request to promote under TLI Cycling rules refused.
